Common characteristics of scientific and educational systems the leading countries Northeast Asia (China, Japan and the Republic of Korea) are identified. Author determined that the level of development basic research in these countries remains comparatively low. Due to the specific structure of Northeast Asia’s economy the mechanisms of collaboration between education, science and real sector are in the process of formation. Plans of the authorities the leading Northeast Asia countries to increase the expenditure to research activities in universities (focus on the growth of basic research) may in the long run expressed substantial increase in international exchanges, as well as the mass attraction of leading research groups from abroad, including Russia.
