The article proposes new insight into the development of the Russian agribusiness determined by the urgent needs of structural reforms and importsubstitution. The author explains why this is important to evaluate peculiar regional comparative advantageous and regional technological capabilities before fulfilling the agricultural policy. The significance of technological diversification in agro production as well as cross fertilization of the various types of bio resources manufacturing (fisheries, wood manufacturing) and bio waste manufacturing is explained in the proposed scientific analyses. The cluster organization is presented as the most appropriate for the development of agribusiness for fulfilling the objectives of food security in Russia
