The role of the coordination mechanisms in the strategic management of science and innovation in modern conditions

The purpose of the paper is to prepare recommendations aimed at streamlining of the science and innovation governance system in the Russian Federation. At present, the country lacks an effective governance system in science and innovation sector. This situation is caused, to a major extent, by inappropriate functioning of vertical and horizontal coordination mechanisms. It results, on the one hand, in overlapping functions of various public entities and, on the hand, in ineffective control for budget expenditures in science and innovation sector. Based on results of comparative analysis of modern international experience, the paper offers to merge two Presidential Councils dealing with the sector in question with the further increase of its powers. It also offers to form a new independent government agency to perform functions similar to the previous State Committee for science and technology.
