The present article analyses the major problems impeding the development of HR potential of the Russian Federation Defense-Industrial Complex (DIC) enterprises undergoing technological modernization. The author describes vital needs and interests of the core actors of the process of training the engineer and technical staff for the DIC: enterprises and specialist-contract students. A complex of the prime measures is selected, aimed at the improvement of quality of training and retraining the defense sector staff. An educational cluster concept is proposed as one of the directions of the DIC HR potential development.
