Role of State Regulation and Institutional Environment in the Conditions of Innovative Economy

The innovative economy stimulates from economic subjects - the enterprises and the organizations - demand for the relevant institutes, promoting increase in speed of institutional transformations and increase of their efficiency. Thus institutes, reducing uncertainty of interactions between economic subjects, coordinate distribution of resources in the conditions of innovative economy, carrying out the function similar to price regulation in market economy. In this article authors carried out the detailed analysis of modern theoretical concepts (the theory of «cultivation of institutes», methodology of institutional design, the theory of evolution of institutes, the theory of organizational platforms, the theory «transplantation of institutes», creation of institutes of development), allowed to reveal possibility and features of institutional transformations in the sphere of support of innovative development of the industrial enterprises, and also to formulate original principles of an institutionalization of a role of the state in the conditions of innovative economy and processes of technological development and modernization of the industrial enterprises. The conclusion that there is an objective need of formation of the theory of institutional advantages of the economic subjects the following can be which basic provision is drawn: the economic subject (the enterprise or the organization), observing institutionalization principles, gets institutional advantages to implementation of transformations in the conditions of innovative economy.
