Intellectual capital as an indicator of national and regional innovation potential

The paper is devoted to substantiation of possibility to apply intellectual capital theory in national and regional innovation potential evaluation. For this purpose, in theoretical part of the paper is justified a role of intellectual capital as a key resource forming innovation potential. By means of correlation and cluster analysis, a study of national and regional intellectual capital assessment models was carried out. It was found that the differences in the design of models do not influence the consistency of their estimates. Accordingly, it is assumed that they equally evaluate the same socio-economic phenomenon. From which it is concluded that intellectual capital can be considered as a stable indicator of innovation potential. Based on the analysis, comments are given on the interpretation of regional intellectual capital estimates and recommendations are made on their application as an indicator of innovation potential. Limitations and priority directions of further research are indicated
